Expected Hospital Opposition Begins Against CAT Fund Restructuring

Like other government medical programs that have gotten out of control, the Idaho Catastrophic Fund has mushroomed. Since 1996 indigent care has been expanded from "emergency medical services" to "necessary medical services." The extra money has to come from either higher taxes or a squeeze on other programs such as education. It is time to consider restructuring the program, and letting elected commissioners in each county decide how far they want to expand beyond emergency services in their county. Predictably the Idaho Hospital Association as a primary vested interest is opposing the modest restructuring proposed in HB 128. Once again we see how difficult it is to reign in a government program once created.
