Urban Renewal Bills Working Through Idaho House

Two in a set of multiple bills requiring more accountability for Urban Renewal Agencies were amended on the House Floor today. I offered clarifying amendments to HB99 which requires voters to approve all URD obligations exceeding one year. My amendment clarified that elections for indebtedness were only required when the indebtedness obligates county taxpayers. Thus, revenue bonds would be exempt, while development bonds obligating tax revenues would require a vote. Another bill HB185 was held for more work in the Local Government Committee this afternoon by unanimous vote, but will likely be back. Next Tuesday (March 1) is targeted as URD day on the floor when 6 urban renewal bills will be up for floor debate. It should be an interesting day.
