Idaho Wind Moratorium Hearing in House State Affairs Committee

Wide ranging testimony about imposing a two year moratorium halting new wind generation farms was heard this morning. The hearing began at 7:00 a.m., and lasted over 3 hours. The hearing was continued to Monday morning due to the many who signed up to testify. Testimony came from home owners who were surprised to find wind farms in their back yards without notice, to ranchers who have lost grazing rights and need to supplement their income by leasing land for wind. A physician testified about "Wind Turbine Syndrome." A Wind project manager testified about jobs and economic loss that result from a moratorium. Students from new wind technology courses testified about concerns over loosing job opportunities. Topics ranged from Antelope to Zoning. One P & Z commissioner testified about the inadequacy of local zoning laws to deal with wind farms and the need for some time to update local ordinances. It was a very interesting hearing involving a very real collision between valid interests on all sides. I look forward to more testimony on Monday, but not the vote. I am not seeing a win-win option here.
